Unorganized Borough Alaska Home Loan Guide
An unorganized borough Alaska home loan is a mortgage on land that does not sit inside an organized borough government. There is no borough assessor, no borough-wide property-tax roll, and often no local planning desk. DNR—not a borough platting board—is frequently the office that had to approve the subdivision.
The Alaska Department of Natural Resources states that on May 20, 1998, AS 40.15 was amended to add Article 4, platting in areas outside certain municipalities, effective August 18, 1998. That change established DNR as the platting authority for the Unorganized Borough. DNR’s unorganized-borough plats page says any subdivision, as defined in AS 40.15.900, must be platted and approved by a platting authority before it can be recorded. AS 40.15.070 likewise says DNR is the platting authority in areas not covered by a municipality that is exercising platting power.
If the lot is inside the Kenai Peninsula Borough, Mat-Su, Anchorage, or Fairbanks North Star, this article is the wrong map. If the lot is outside those governments—or inside a city that does not exercise platting—keep reading.
What “Unorganized” Means for a Lender
Alaska’s organized boroughs look like counties. The unorganized borough is the rest of the state: a legal leftover that still holds most of Alaska’s land area. Communities from the Interior road system to coastal villages sit in it. Some have city governments and city taxes. Many have neither.
For a mortgage file that means:
- No borough tax certificate as the default escrow input. A city tax, a service area (if any), or zero local property tax may apply. Escrow might be insurance-only.
- No borough GIS parcel page that everyone already knows how to read. You use DNR land records, recording-district documents, and a surveyor.
- Access is a first-lien question. A trail “everyone uses” is not an easement.
- Survey quality varies from a recent DNR-approved plat to a 1960s metes-and-bounds sketch.
Title insurers and appraisers will not invent a borough file number. They will ask for the plat, the patent or deed chain, and legal access. Our title insurance guide is the companion read.
DNR Platting — The Gate Most Files Forget
DNR’s Survey Section functions as the platting authority in the Unorganized Borough. Any subdivision that is not under a local borough or city platting authority must be reviewed and approved by DNR before filing. Submittals go to the Unorganized Borough Platting Officer in Anchorage (DNR Division of Mining, Land & Water, 550 West 7th Ave., Suite 650).
AS 40.15.300–.380 and AS 40.15.900 are the statutes DNR cites for that program. If someone split a 40-acre tract with a kitchen-table deed and never recorded an approved plat, you may not have a legal lot. Lenders cannot mortgage “the south half of Dad’s land” without a description the title company will insure.
Before you write an offer:
- Identify the recording district and the recorded plat (or the lack of one).
- Confirm whether a city on the site is exercising platting. DNR says local authority belongs to organized boroughs and incorporated cities that use it; if they do, you go there, not to DNR.
- If the seller subdivided after 1998 without DNR (or city) approval, budget time and money to fix the plat, not just to close.
- Read DNR’s legal-access requirements on the unorganized-borough submittal page. Access is not optional decoration.
Homer-area buyers sometimes think “Kenai Peninsula” equals borough platting. Lots outside borough or city jurisdiction—or in other coastal/Interior pockets you reach via Homer as a hub—can still be DNR plats. Verify the government, not the grocery-store town.
Survey and Access Clouds That Kill Files
No monumented boundary. An appraiser who cannot find corners writes a subject-to. FHA and conventional minimum property standards still want a reasonably identifiable property.
RS-2477 or PLO questions that belong more to homestead patents (see homestead patent title) also appear on unorganized land. A public trail claim across the only driveway is a title exception.
Water and sewer. No borough DEC desk means you still deal with state well and septic rules. Do not import FHA distance numbers and call them Alaska DEC standards. If the system needs work, treat DEC as its own file.
Native restricted or townsite lots inside an unorganized community are a BIA problem, not a DNR plat problem. See Alaska Native townsite lot mortgage.
USDA. Many unorganized-borough addresses are USDA-eligible. That helps the program, not the legal description. Check USDA-eligible areas after title is even plausible.
Taxes: What Escrow Can Use
With no borough roll, the processor asks:
- Is there a city property tax?
- Is there a state or local special assessment?
- Is the land restricted and nontaxable (townsite/allotment)?
- Is it simply untaxed fee land?
“No tax bill” is not a defect by itself. A surprise city tax that nobody escrowed is a defect. Get a written statement from the city clerk or a title tax search, not a Facebook comment.
Alaska’s 2025 PFD was $1,000 per eligible applicant (pfd.alaska.gov). Rural cash to close often includes a PFD stack. Source it. It does not cure an unplatted split.

Sequence That Saves a Bush Trip
- Recording-district deed chain and plat (or DNR plat file).
- Access documents (easement, dedicated ROW, or DNR-approved plat notes).
- Surveyor’s opinion if monuments are missing.
- Tax status letter.
- Then appraisal and loan application.
You may qualify on income and still lose the house to a legal-description problem. That is the unorganized-borough pattern. Fix the land first.

Frequently Asked Questions
Can I get a mortgage if my Alaska lot has no borough tax account?
Yes, if title is insurable, access is documented, and the dwelling meets the loan program’s property rules. Escrow may hold insurance only. “No tax bill” is not automatic denial.
Who approves a new subdivision in the unorganized borough?
DNR, unless a city or other municipality is exercising platting authority. AS 40.15 and DNR’s unorganized-borough plat program govern those filings.
The seller split the land with a quitclaim last year. Is that a lot?
Not if a subdivision occurred and no platting authority approved a plat. AS 40.15 requires an approved plat before recording a subdivision. A quitclaim does not replace that.
Are USDA loans easier in the unorganized borough?
Rural location can help USDA eligibility. It does not relax survey, access, or title. Run both tests.
Should I fly out before the title work?
If the plat and access are unclear, do title first. Premier Mortgage (NMLS# 1168048) can tell you whether a lender will even order an appraisal on the current legal description.
