AHFC Closing Cost Assistance CCAP Explained

AHFC closing cost assistance CCAP is Alaska Housing Finance Corporation’s purchase-only help on FHA, VA, or USDA first liens — not on conventional AHFC loans, and not on refinances. AHFC’s seller-servicer materials (Section 5013) describe CCAP as non-repayable transaction assistance equal to 3% or 4% of the initial loan amount, usable for closing costs, minimum cash investment (including reserves), down payment, and/or principal reduction, with no cash back to the borrower. Funds wire to the closing table from AHFC.

This article is educational. CCAP is a state program reserved through an AHFC-approved CCAP lender. Premier Mortgage (NMLS# 1168048) does not originate AHFC loans or CCAP. If you want a conventional, FHA, VA, or USDA quote without AHFC assistance, that is a separate path.

What AHFC Closing Cost Assistance CCAP Is — 3% or 4%, Government Purchase Only

AHFC’s published Section 5013 rules (see AHFC’s CCAP selling-guide section):

  • Eligible first liens: FHA, VA, or USDA-RD/RHS
  • Purchase only — refinance is not eligible
  • Term: 30-year fixed
  • Assistance is a percentage of the initial loan amount, not a flat grant from a city
  • AHFC must receive a 48-hour wire notice (Form UND-15 in the guide)
  • Settlement statements disclose the help as funds from the HFA / Alaska Housing Finance Corporation
  • Cash back is strictly prohibited

AHFC’s consumer booklet example is still the easiest math: on a $200,000 loan, 3% is $6,000 and 4% is $8,000. Scale that to today’s price. On a $360,000 FHA base loan, 4% is $14,400 of help that can eat Alaska closing costs, the FHA minimum cash investment, or knock principal down so you do not walk away with a check.

How AHFC has published the 3% vs 4% split

AHFC’s Section 5013 selling text and related memos have used credit and AUS as the FHA switch:

  • FHA with qualifying credit scores 640–659, or any manually underwritten FHA loan: 3%
  • FHA with automated approval and scores 660 and above: 4%
  • VA or USDA/RD: 4%

Those score bands are AHFC’s published CCAP tiers. They are not a promise that a 640 file is approved, and they are not FHA’s national minimum. We do not discuss scores below 580 in AK Home HQ content. If your credit is not ready, work on that before you reserve CCAP.

Confirm the current reservation memo. AHFC has changed CCAP mechanics before; your approved lender’s lock-desk language wins.

CCAP Versus HOP and Other Seconds

Alaska conversations mash three different tools together.

ToolWhat it usually isRepaymentTypical first lien
CCAPAHFC-funded % of the government loanNon-repayable assistance; no cash backFHA / VA / USDA purchase
HOP / AHFC secondSubordinate mortgage (program names and availability change)Often deferred or due on sale/refi — read the noteVaries; often conventional or AHFC first
Seller credits / lender creditsContract or price concessionsNone, but they change price or rateAny

AHFC second mortgage and down payment assistance explain the broader stack. CCAP is not a silent second you pay off in ten years. It is assistance that must be applied to allowed costs until it is used up.

You generally cannot take CCAP and also pocket a refinanced cash-out. You cannot use CCAP on a My Home conventional first lien. If the winning structure is 5% conventional with PMI, CCAP is the wrong tool.

Homebuyer education, inspections, and contractor-licensing notes appear in older AHFC consumer PDFs for CCAP. Treat those as “ask the approved lender what is still required,” not as optional blog folklore.

Who Typically Uses CCAP in Alaska

  • First-time and repeat buyers who are already going FHA, VA, or USDA and are cash-short at the table
  • VA buyers who want help with closing costs even at $0 down (the assistance still cannot become cash back)
  • USDA rural purchases in mapped-eligible areas — confirm the address
  • Households that can meet AHFC’s published CCAP credit floor (640 in the materials cited above) and a satisfactory property condition

HUD’s current published Anchorage HMFA median family income is $135,100 (HUD income limits). That is background for AMI conversations on other products. CCAP itself rides the government first lien’s income and property rules plus AHFC’s extra reservation rules.

If you are a Palmer or Mat-Su buyer staring at 2–3% of price in title, prepaid, and origination fees, CCAP is often the difference between “we can close” and “we need a bigger gift.” It is not a reason to skip reserves. Alaska January is expensive.

Closing-Table Mechanics That Stall Files

  1. Reservation before you spend it. The lender reserves CCAP with AHFC. No reservation, no wire.
  2. 48-hour wire. Last-minute closing-date dances are how government loans miss boats and barges. Build slack.
  3. Disclosure line. The help has to show correctly on the Closing Disclosure. A sloppy CD delays funding.
  4. Principal reduction vs prepaid. If costs are smaller than the assistance, leftover typically reduces principal — you do not get a refund check.
  5. FHA minimum investment. CCAP can help the 3.5% story, but FHA still has its own cash-investment and gift rules. See FHA loans in Alaska.

Property condition still matters. FHA/VA/USDA plus AHFC will not ignore a failed septic. DEC, not HUD, sets on-site wastewater distances (18 AAC 72).

What to Price Against CCAP

Always run a same-day alternative:

  • Conventional 5% (or 3% HomeReady/Home Possible if you are under the current published 80% AMI cap) with cancellable PMI
  • VA without CCAP if entitlement is easy and you have cash
  • A smaller house or a seller credit instead of a state reservation

CCAP can make FHA cheaper at closing and still lose over five years if MIP lasts for the life of a high-LTV FHA loan. That is a reason some buyers plan an FHA-to-conventional refinance later — a separate decision, not part of CCAP.

How to Pursue CCAP Without Mixing Lenders

  1. Decide that the first lien will be FHA, VA, or USDA.
  2. Call an AHFC-approved CCAP lender and ask if funds are open this month.
  3. Do not write “CCAP” into a purchase contract as if it were a city grant with a public portal — it is a lender reservation.
  4. If you are not using AHFC at all, price standard government or conventional loans separately.

AHFC CCAP is a state assistance program on eligible government purchases. Premier Mortgage (NMLS# 1168048) does not offer AHFC or CCAP. Frequently Asked Questions

Is AHFC CCAP a grant or a second mortgage?

AHFC describes CCAP as non-repayable transaction assistance funded at closing — not a HOP-style second you amortize. You cannot take cash back. If assistance exceeds allowed costs, it typically reduces principal. Read the closing disclosure; do not rely on a nickname.

Can I use CCAP on a conventional or AHFC My Home loan?

Published Section 5013 limits CCAP to FHA, VA, or USDA-RD purchase loans. Conventional first liens, including many AHFC conventional products, are the wrong box. If you need conventional, look at other assistance or a larger down payment.

Does CCAP work on a refinance?

No. AHFC’s CCAP materials state purchase only. Refinance — including FHA streamline or VA IRRRL — is a different conversation and does not use this assistance.

What credit score does CCAP use?

AHFC’s published CCAP tiers discuss a 640 floor and a 660 breakpoint for the 4% FHA tier, with 3% on lower qualifying scores or manual underwrites. Those are AHFC overlays, not a guarantee. We do not present scores below 580 as a loan path.

Can Premier Mortgage (NMLS# 1168048) reserve CCAP for me?

No. Premier Mortgage (NMLS# 1168048) does not originate AHFC programs. Use an AHFC-approved CCAP lender for the reservation. Use Premier only to compare non-AHFC conventional, FHA, VA, or USDA options they originate.
